TCEQ Issues Construction Air Permit for Annova LNG Export Facility
The Texas Commission on Environmental Quality (TCEQ) issued an air permit to Annova LNG, which is one of the final permits necessary to begin construction on its liquified natural gas export facility under development at the Port of Brownsville.

“Annova LNG is taking extensive steps to minimize air emissions as part of our commitment to achieve the lowest carbon footprint per pound of production among all U.S. LNG providers,” said Omar Khayum, CEO, Annova LNG. “In addition to contracting for the use of 100 percent carbon-free renewable energy to power our electric-driven compressors, we will minimize venting and flaring by recovering air emissions from the liquefaction process.”

Annova LNG is considered a “minor source” of air emissions, according to TCEQ and EPA new source review regulations. The facility’s air emissions are designed to be well below applicable air quality regulations and ambient air quality standards and health effects review criteria.

“The issuance of this TCEQ permit keeps us on track to construct and operate the most sustainable and reliable LNG in the United States,” said Khayum.

Annova LNG currently plans to commence construction in 2021, commissioning in 2024, and commercial operations in early 2025.

The facility has received key federal authorizations, including its FERC certificate authorization and Department of Energy approval to export its full capacity to both Free Trade Agreement and non-Free Trade Agreement nations.

In January, Annova LNG announced a firm transportation agreement with Valley Crossing Pipeline, LLC for the facility’s natural gas supply. In October 2018, Annova LNG announced that Black & Veatch and Kiewit invested in the facility and were jointly awarded the engineering, procurement and construction (EPC) contract. Annova LNG received its FERC certificate authorization in November 2019.

Annova LNG would support an average of approximately 700 on-site jobs over a four-year period. Upon completion of the facility, Annova LNG would employ approximately 165 permanent full-time workers to operate and manage the terminal.

About Annova LNG™

Annova LNG is a 6.5 MTPA liquefied natural gas export facility under development at the Port of Brownsville, Texas. With an experienced leadership team and investment-grade equity owners including Exelon Corporation, Black & Veatch Corporation and Kiewit Corporation, Annova LNG is expected to be a leader among second wave U.S. LNG facilities by catering to midscale LNG customers who are buying in 1.0 MTPA increments. The facility would diversify the Brownsville and the Rio Grande Valley economy and provide a much-needed boost by creating thousands of direct and indirect jobs from construction through operations.
