Pertamina is successfully turning around the Balikpapan II Refinery on schedule. It is submitted by GM of Pertamina Refinery Unit V, Yulian Dekri, in the event of Refinery Balikpapan Turn Around II.
According to schedule, Balikpapan II Refinery is conducted “on to on” for 42 days started from March 6, 2017 to April 16, 2017. The Refinery startup is begin to be conducted gradually since April 3, 2017 according to Standard Operating Procedure (SOP). Currently, Balikpapan II Refinery has back to be fully operated.
“Pertamina RU V Balikpapan said thanks for the support from various parties during Turn Around of Balikpapan Refinery II, i.e. Terrirotial Military Commander VI Mulawarman along with its Regional Military Command , Head of the Provincial Police of East Kalimantan with its ranks, Mayor of Balikpapan and Department of Transportation Staff of Balikpapan City, Balikpapan District Military Commander with its Regional Military Command, Head of the County Police with its ranks, Military Navy Base Commander of Balikpapan with its ranks, Military Air Base Commander of Balikpapan with its ranks, and also local people” said Yulian.
Turn Around is the overall regular maintenance of refinery that aims to maintain further production performance and conducted periodically every 3 to 4 year.
“Our commitment for this turn around is conducted its based on Turn Around Excellent, namely “No accident” (no fatalities, fire, and environmental pollution), best quality, on-time, and cost effective" he continued.
The Turn around is conducted consistently based on HSSE Golden Rules to ensure the safety, health and environmental protection. Turn Around of Balikpapan Refinery II is involving about 3500 workers as our efforts to involve local labor in Balikpapan and surrounding areas and this is conducted for 24 hours. Before conducting the activities in the refinery area, they are required to do a medical examinations in the morning and evening at the Gate 4A including blood pressure checks and physical condition and if they work on the confined space, they have to be required with a qualified examination of MCU. The purpose of this medical checks is to ensure the refinery workers works in fit physical condition.
To initiate the Turn Around, Grand Safety Talk is conducted for all involved workers headed by the General Manager of Pertamina RU V, Yulian Dekri. In the Grand Safety Talk, the Mandatory safety aspects are reintroduced clearly to all workers involved in the refinery area. In addition, every day before beginning their work, the Tool Box Meeting is also conducted to make the workers involved understand what to do, what the potential hazards and its mitigation and these two are led by GM of RU V.
During the turn around, there is also HSSE monitoring beside the work progress monitored by the management team routinely to ensure the activities carried out safely.
The Balikpapan refinery has a total capacity of 260,000 barrels per day, consisting of 2 units i.e. Balikpapan I Refinery with a production capacity of 60,000 barrels per day and Balikpapan II Refinery with a production capacity of 200,000 barrels per day.
Balikpapan refinery produces various types of fuel such as Premium, Pertalite, Pertamax, Solar, LPG, Aviation Fuel, Pertamina Dex, and various other products. Balikpapan refinery supplies approximately 26% of fuel in Indonesia and is the second largest refinery in Indonesia after the Cilacap Refinery.
