PEMEX will Build the New Refinery in Dos Bocas
Energy independence as one of the principles of the country’s national security plan, is one of the guiding principles for Mexico’s economic development. Therefore, the Mexican Government has decided to build a refinery at the port of Dos Bocas, located in the state of Tabasco, as one of the main projects set in motion to rescue the Mexican energy industry and attain independence in this field.

During the Mexican President’s morning conference, the CEO of Petróleos Mexicanos (Pemex), Octavio Romero Oropeza, explained that, given that the bidding process has been declared void in adherence to the law, the President of the Republic has charged the company and the Secretariat of Energy to jointly execute the new refinery project.

Thus, the company will provide the financial, technical, human and material resources needed for the construction of the refinery in Dos Bocas. Furthermore, Romero Oropeza pointed out that this project does not affect the daily operations of Pemex and stated that the budget allotted to the project for this year is 50 billion pesos.

The coordination between Pemex and the SENER (Secretariat of Energy) is based on the commitment towards full transparency, legality and accountability regarding all activities related to this construction project. With the purpose of ensuring that, during the execution of the project, the best practices of transparency and anti-bribery are used, the United Nations Organization (UN) will participate throughout the process.

The President of Mexico, Andrés Manuel López Obrador, stated that the entire project will cost 160 billion pesos and will create 100,000 jobs. Construction is scheduled to begin on June 2 this year, and it is estimated to conclude in May of 2022. “We will create this refinery with national content. Mexican engineers, Pemex specialists and specialists of the energy sector will help us complete this monumental task.”
