The IEA is of the opinion that commercial disputes, such as the current dispute between Gazprom and Naftogaz of Ukraine, should be settled by normal dispute resolution mechanisms and in a manner that does not impact on third-party gas customers. The IEA has consistently sought greater transparency in European gas markets, including in transit and sales arrangements, including those between Ukraine and Russia. Where intermediary agencies are involved, the gas flow and pricing arrangements should be much more transparent, including transit costs.
The IEA will continue to monitor the situation and hopes that the dispute can be resolved quickly and with minimal impact on natural gas customers.
