Fluor selected as SOCAR's project management contractor
State Oil Company of Azerbaijan Republic (SOCAR) continues the scheduled activities aimed at implementation of the Oil Gas Processing and Petrochemical Complex (OGPC).
A Project Management tender for construction of the Gas Processing and Petrochemical Plants as part of the Project has recently ended. According to the agreement signed between OGPC and the winner of the competitive tender, Fluor will act as the Project Management Contractor (PMC) for construction of the Gas Processing and Petrochemical Plants as part of the new Complex.

In view of the complexity of the Project, as well as the importance of appointment of a highly experienced engineering company as PMC in order to control and manage the contractors during implementation of the activities, SOCAR invited the world's 8 leading companies (Bechtel, CB&I, Fluor, Foster Wheeler, SNC Lavalin, Tecnicas Reunidas, Wood Group (Mustang), Worley Parsons) to participate in the competitive tender. Four of these companies, namely Fluor, SNC Lavalin, Tecnicas Reunidas and Worley Parsons expressed their interests and submitted their proposals.

SOCAR with the support of DuPont involved as a technical consultant for the Project have developed relevant Terms of Reference and Invitation to Tender documents. Following the detailed review of the proposals submitted by the four bidders, bilateral negotiations were conducted with the two best offerers, namely Fluor and Worley Parsons. Finally, based on the results of the tender, Fluor with the most efficient proposal was declared the single winner.

Fluor's Farnborough office in England that will be the operation centre for the PMC services will supervise the implementation of the engineering, procurement and construction (EPC) activities for the Gas Processing Plant and Utilities and Offsites System, and front end engineering design (FEED) and EPC activities for the Petrochemical Plant as part of the Complex. It will also assist SOCAR in managing the contractors involved in these projects.

It should be noted that, Fluor and OGPC have been closely cooperating since 2012. Thus, Fluor's Haarlem office in the Netherlands was as a result of a tender involved as a technical consultant during the process licensors selection and design package development phase, and provided relevant consultation services to SOCAR under the OGPC Project. Furthermore, Fluor's high-level delegation participated in the OGPC related international forum, and made a detailed presentation along with other companies interested in the Project.

About OGPC

We would like to remind that the Project for construction of the new Oil and Gas Processing and Petrochemical Complex (OGPC) in accordance with the resolution of the Government of the Republic of Azerbaijan is successfully carried out by SOCAR. To that effect, a relevant action plan has been developed, a land plot for construction works allocated at the boundaries of the Absheron and Garadagh Districts located approximately 60 km to the south of Baku. Site preparation works are underway. The new Complex will be implemented in two phases. During the first phase from 2016 to 2021, the Gas Processing Plant with a capacity of 12 billion cubic meters per year, the Petrochemical Plant with a production capacity of about 850 thousand tons per year, and the Utilities, Offsites and Power Plant will be constructed. During the second phase in 2030's, the Refinery with an initial capacity of 8.6 million tons per year will be constructed and put into operation.
